Floke: Null unge utenfor - Zero Young Outcasts

Today, far too many young people fall outside our society. In 2019, 110,000 young people under the age of 30 were not in work, education or work-oriented measures (SSB). The proportion of young disabled people increases every year, mostly due to psychological problems. According to social economist Victor Norman, it costs society approx. NOK 20 million in system effort and lost tax income for every young person who is out of working life. This is potentially a very bad investment in today's young people, who we know make up tomorrow's society. There are great opportunities and societal benefits in working long-term to create solutions that intervene early in life to counteract outsiderness.



NUU is a vision and strategy aiming for a future where no young people are left behind.

To make this happen, we need to work together across different sectors, with preventive actions in the various areas where children and young people live their lives.

Process

Society is faced with a number of such challenges, we call them Floker, and believe they must be resolved through collaboration across sectors, subjects and players. They cannot be solved by individual actors pulling hard at one end alone. In Utenforfloken we have worked according to the Floke methodology developed by Æra Strategic Innovation. Floke is an innovation program developed to address complex sustainability challenges facing society, and which, through cross-sector collaboration, creates new solutions and strategies to turn a challenge into an opportunity. The answers you get should demonstrate and inspire how we can create a change of course towards more sustainable societies, both economically, environmentally and socially.

The Innovation Brief

What would society ask us to work on if society were our client? Such a brief is like a kind of brief that is created in dialogue with stakeholders and central actors, from which we can learn something. Either in the form of their experience from working with the social challenge or from having studied the phenomenon, in this case outsiders. After an extensive listening round with wise minds, we landed on the following innovation brief;

In order to prevent young outsiderness, we must create new solutions that shape generous and robust children and young people, we must create arenas for belonging and we must in the best way facilitate more active and earlier participation for young people.

Going forward: from ambition to action

Now that the portfolio of concepts and new solutions has been delivered, and we have taken the initiative for a common zero vision for everyone working to reduce youth exclusion, it can feel like the project has been completed. Actually, this is just the beginning. Now the work continues into the realization phase, and each concept will have its own course for continuation. Some concepts will be tested, piloted or implemented immediately, while others will live on in new forms or require maturation before they can be realized. Some projects find financing through the countless public possibilities, regional support schemes, foundations and funds. While others will have to start from scratch, like an entrepreneur. It is up to the actors in the alliance themselves to continue and put the results into practice, and this is a demanding phase. But as with all other development work that is to be successful, an extraordinary commitment, dedicated resources and discipline over time are now required. And perhaps most of all, leadership and guiding stars are required. In the work to reduce young outsiders and to create a better future for the next generation. It is good to be guided and inspired by our new zero vision, NUU - Null Unge Utenfor.

We must start efforts as early as possible in young people's lives, facilitate the belonging everyone deserves, celebrate diversity and show care. Everyone may not be able to become exactly what they want, but everyone should get opportunity to try. The future is not just something that happens. It is created. In this work there have been some brave pioneers who have gone ahead and formed an alliance in honor of the next generation. All the actors in Utenforfloken should have the greatest thanks, for all the time, resources and idealism that they have laid down and invested. Now the work begins to involve more people in creating the future we want.

This report is a summary of the project's approach, learning and results from the process. In sum, we hope this will be a great inspiration for other players who also works with young outsiders, so that we get a unified language, one common direction and new ambitious goals to reduce this challenge.
